Uncertainty caused by human understanding

In this speech, in which he talks about "the uncertainty caused by human understanding", higher on social phenomena than on natural phenomena, he recalled me a couple of colleagues that were talking about Orwell, one of them said "Orwell didn't nail it on 1984", my question is, how do we know he did not prevent it (or is still preventing it) just by writing about it?, how do we know distopias and utopias are not playing a role with our "imperfect understanding"?
